When would it be appropriate to use "tu"? And every first time meeting someone, should you use "vous" just to be certain not to offend him or her? Thanks :3

As a general rule, you should use “vous” when you first meet someone. There are few cases when you still can use “tu”:
- when the person you’re talking to is younger than you
- when it’s in a friendly context, like a party for example
- when you’re talking to other young people, like students
